Agenda
  1. Election of new directors of the Board

    The following proposals from Mr. Ueki were adopted:

    1. As was decided at the previous International Board meeting on August 18, 2006,each region should hold in advance a meeting of the representatives of the authorized JKA member countries, elect the regional directors, and submit the results to JKA HQ with the signatures of the representatives who attended that said regional meeting.

      The following regions have not yet submitted the above and are asked to do so as soon as possible:

      Pan America
      Europe
      Africa

    2. The Senior Managing Director of JKA shall be an ex-officio director of the International Board. There will be two directors from Asia as before.
    3. Among six director posts allocated to the Shihankai, one has not yet been filled. The Shihankai will nominate and recommend a candidate for that post to the Chairman, who will make the final decision.

    The following points were made at the beginning of Agenda 1:

    1. Too many Japanese directors
    2. Too many directors from the Shihankai

      Regarding (i), it was explained that two directors are allocated to each region, for a total of eight directors from the four regions. Besides the Chairman and Shuseki Shihan, who are the ex-officio directors, the remaining seven directors are elected from the Shihankai.

      Regarding (ii), it was decided that it is quite reasonable to elect a substantial number of directors from the Shihankai, since JKA is a technical organization. Furthermore, directors of the Shihankai (as well as regional directors) are not necessarily limited to Japanese.

      After various deliberations the above points were dropped.

  2. Implementations of the decisions of the former International Board meeting

    The following proposals from Mr. Ueki were adopted:

    1. The dispatch of an instructor from one country to any other member country of JKA/WF must be approved in advance by both the accepting country and JKA HQ. Any violation of this rule shall be penalized in accordance with the penalty regulation.
    2. As had previously been decided, outside of JKA/WF no JKA/WF member can assume the role of instructor, official, director, etc. of any organization other than WKF. Any violation of this rule shall be penalized in accordance with the penalty regulation.
    3. Individual membership registration and annual fee
    1. This has been deferred for one year.
    2. Each member country shall submit to JKA HQ the name and address of each dojo, the names of instructors, and numbers of students.
  3. About ISKF

    ISKF was called upon to resolve the following two problems within one year:

    1. Naming problem

      According to the decision made at the former International Board meeting, in order to be recognized by JKA, any foreign organization must bear the JKA prefix. ISKF is no exception to this ruling.

    2. Problem concerning scope of activity

      It is indeed a matter of grave concern that another international organization exists within JKA/WF.

  4. Report of activities from each region

    Europe: held meetings and tournaments etc.

    Asia: more than half of the members gathered at an Asian meeting. Will consider holding an Asian tournament next year.

    Middle East: nothing special to report.

    Japan: JKA will celebrate the 50th anniversary of its National Championship Tournaments this year, and decided to rename the tournaments the "Prime Minister Cup National Championship," and the "Minister of Education and Science Cup National Championships" for primary and middle school students.

    JKA also established a hotline for children's bullying problems.

    In the meantime there was a request from the Chairman that each country should focus on fostering qualified successors for the future.

  5. Other Business

    There was a strong view expressed that the Pan American region should be divided into North America and South America.

    An urgent request had previously been submitted to JKA by JKA-approved South American countries that they be allowed to form their own, separately constituted, independent South American Region.
